Judge Dr. Goran P. Ilić

Goran P. Ilić was born in Belgrade, 1 December 1965. He completed his primary and secondary education in Belgrade, and graduated from Belgrade Faculty of Law, where he received his master’s degree and defended his doctoral thesis entitled “The Boundaries of Reviewing First Instance Judgments in Criminal Proceedings”. 

From 1992 to 1997 he served at the Academy of Criminal Justice and Police Studies in Zemun as an associate in the subject Criminal Procedure Law. In 1997 he was elected assistant lecturer in the subject Criminal Procedure Law at the Faculty of Law, the University of Belgrade, and now holds the position of associate fellow in the subjects: Criminal Procedure Law, Penal Liability of Legal Persons and Misdemeanour Law, and Judicial Organization Law. 

He authored and co-authored a number of monographs and articles related to the abovementioned scientific fields, of which the Commentary on the Law on Criminal Procedure deserves special mention. He took part in drafting several criminal laws, such as the Law on Criminal Procedure, the Law on the Property Deprivation Following a Criminal Offence, the Law on International Legal Assistance in Criminal Law Matters, and the Law on Legal Persons Liability for Criminal Offences, etc.).

As a scholarship holder under the programme Brodel and Ville de Paris 2003/04 organized by the Fondation de la Maison des sciences de l’homme and Ville de Paris (the city of Paris), he had opportunity for professional advancement in Paris. He has been a member of the Groupe europeen de recherches sur les normativities – GERN since 2008.

He is on the editorial team of the magazine CRIMEN, Bezbednost (Safety) and the Belgrade District Court Bulletin.

By the decision of the Minister for National Education of the Republic of France, he was awarded the Order of the Academic Palm in the rank of a knight (Chevalier dans l’Ordre des Palmes académiques) for his contribution to the development of French – Serbian cooperation.

He is married and has three children: Mihajlo, Aleksandar and Milica.

From 2014 to 2017 he was Vice President of the Constitutional Court.

His judicial function ended on 29 April 2019, when his term of office expired.
